Bias-variance dilemma in ML and neuroscience

A very interesting paper that tackles the bias-variance dilemma in ML through inspiration from neuroscience (processes in the prefrontal cortex), in the context of reinforcement learning (model-based vs. model free, and predicting state vs. predicting reward).
